    Summary

    The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative research proposals in the area of heterogeneous, cyber fault-tolerant computation to enable rapid detection of and recovery from cyber-attacks. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice.

    The objective of the CFAR program is to produce revolutionary breakthroughs in defensive cyber techniques that can be deployed to protect existing and planned software systems in both military and civilian contexts without requiring changes to the concept of operations of these systems.

  • Eligibility Details

    Federally Funded Research and Development Centers (FFRDCs) and Government entities (e.g., Government/National laboratories, military educational institutions, etc.) are subject to applicable direct competition limitations and cannot propose to this solicitation in any capacity unless the following conditions are met.
    • FFRDCs must clearly demonstrate that the proposed work is not otherwise available from the private sector and must provide a letter on official letterhead from their sponsoring organization citing the specific authority establishing the FFRDC’s eligibility to propose to Government solicitations and compete with industry, and compliance with the terms and conditions in the associated FFRDC sponsor agreement. This information is required for FFRDCs proposing as either prime contractors or subcontractors.
    • Government entities must clearly demonstrate that the proposed work is not otherwise available from the private sector and provide documentation citing the specific statutory authority (and contractual authority, if relevant) establishing their eligibility to propose to Government solicitations.

    Proposals must be submitted November 19, 2014, by 12:00 P.M. Eastern Standard Time (EST).

    Award Details

    The total anticipated funding available for FY15 is $52,000,000. DARPA anticipates multiple awards for Technical Area 1 and single awards for Technical Areas 2, 3 and 4. Cost sharing is not required; however, it will be carefully considered where there is an applicable statutory condition relating to the selected funding instrument.
