The Community Development Block Grant (CDBG) program provides flexible funding to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development, and improved community facilities/services. Beginning in 1974, the CDBG program is one of the longest continuously run programs at HUD. All CDBG-funded activities must meet one of the following national objectives: (1) Benefit low- and moderate-income persons; (2) Aid in the prevention or elimination of slums and blight; or (3) Meet certain community development needs having a particular urgency.
In Iowa, CDBG funds may be utilized to address construction or renovation of various infrastructure projects such as water, wastewater and solid waste facilities, streets, and flood control projects; construction or improvements of a range of community facilities such as senior, health and social services centers; expansion of public services to serve low-income persons; creation of new jobs through small business loans or infrastructure improvements; and various affordable housing projects including home reconstruction, rehabilitation or repair programs.
Applications are accepted in the following program areas:
- Water and Sewer Projects - Funds assist projects that include (1) Expansion, rehabilitation, and new construction of water and wastewater treatment facilities, (2) Rehabilitation and new construction of water and wastewater collection systems, (3) Water storage, (4) Wells, and (5) Stormwater/sanitary sewer separation
- Community Facility Projects - Funds assist projects such as day care facilities, senior centers, vocational workshops and other community services such as storm water projects.
- Housing Projects - Funds assist communities rehabilitating single family homes used as principal residences. Rehabilitation projects may include but are not limited to the hard costs of rehabilitation, technical services costs (including lead hazard reduction carrying costs), lead hazard reduction costs and temporary relocation
- Downtown Revitalization Projects - Funds assist communities to rehabilitate blighted downtown buildings. To meet this objective, the application must document the extent or seriousness of deterioration in the area to be assisted, showing a clear adverse effect on the well-being of the area or community and illustrating that the proposed activity will alleviate or eliminate the conditions causing the deterioration
