    Summary

    The Community Development Block Grant (CDBG) program provides flexible funding to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development, and improved community facilities/services. Beginning in 1974, the CDBG program is one of the longest continuously run programs at HUD.  All CDBG-funded activities must meet one of the following national objectives: (1) Benefit low- and moderate-income persons; (2) Aid in the prevention or elimination of slums and blight; or (3) Meet certain community development needs having a particular urgency.

    In Iowa, CDBG funds may be utilized to address construction or renovation of various infrastructure projects such as water, wastewater and solid waste facilities, streets, and flood control projects; construction or improvements of a range of community facilities such as senior, health and social services centers; expansion of public services to serve low-income persons; creation of new jobs through small business loans or infrastructure improvements; and various affordable housing projects including home reconstruction, rehabilitation or repair programs.  

    Applications are accepted in the following program areas: 
    • Water and Sewer Projects - Funds assist projects that include (1) Expansion, rehabilitation, and new construction of water and wastewater treatment facilities, (2)  Rehabilitation and new construction of water and wastewater collection systems, (3) Water storage, (4) Wells, and (5) Stormwater/sanitary sewer separation
    • Community Facility Projects - Funds assist projects such as day care facilities, senior centers, vocational workshops and other community services such as storm water projects.
    • Housing Projects - Funds assist communities rehabilitating single family homes used as principal residences.  Rehabilitation projects may include but are not limited to the hard costs of rehabilitation, technical services costs (including lead hazard reduction carrying costs), lead hazard reduction costs and temporary relocation
    • Downtown Revitalization Projects - Funds assist communities to rehabilitate blighted downtown buildings.  To meet this objective, the application must document the extent or seriousness of deterioration in the area to be assisted, showing a clear adverse effect on the well-being of the area or community and illustrating that the proposed activity will alleviate or eliminate the conditions causing the deterioration

  • Eligibility Details

    Eligible applicants are Iowa units of local government, including cities with populations of less than 50,000 and counties with populations of less than 200,000.


    All incorporated cities and all counties in the State, except those designated as HUD entitlement communities, are eligible to apply for and receive CDBG funds. A list of entitlement communities in Iowa can be found here: https://www.hud.gov/states/iowa/community/partnerwebsites


    Deadline Details

    Application deadlines vary based on program area: 

    • Water and Sewer Projects - Proposals are accepted quarterly on January 1, April 1, July 1, and October 1. 
    • Community Facility Projects - Applications are accepted on an ongoing basis as funds are available
    • Housing Projects - Applications for Rehabilitation and Homebuyer Assistance are accepted on an ongoing basis as funds are available. Upper Story Housing applications were to be submitted by July 31, 2020.  
    • Downtown Revitalization Projects - Applications are accepted annually, typically in the spring. Due dates are established by IEDA and are available on the IEDA website.

    Similar deadlines are anticipated annually. 

    Award Details

    Individual awards vary based on program area: 

    • Water and Sewer Projects - Awards range from $300,000 to $800,000, depending on size of population served. Smaller awards may be given to serve populations below 300.
    • Community Facility Projects - Awards range from $300,000 to $800,000, depending on size of population served. Smaller awards may be given to serve populations below 300.
    • Housing Projects - Awards may be up to $24,999 per housing unit for the Owner Occupied Rehabilitation program and the Homebuyer Assistance program. The maximum award under The Upper Story Housing Conversion program is $500,000.
    • Downtown Revitalization Projects - Awards may be up to $500,000. Local cost matching is not required, but will result in a more favorable application.
