Summary
The purpose of Adult Education and Family Literacy Act (AEFLA) is to create a partnership among the federal government, states, and localities to provide, on a voluntary basis, adult education and literacy activities, in order to
- assist adults to become literate and obtain the knowledge and skills necessary for employment and economic self-sufficiency;
- assist adults who are parents or family members to obtain the education and skills that are necessary to becoming full partners in the educational development of their children and lead to sustainable improvements in the economic opportunities for their family;
- assist adults in attaining a secondary school diploma and in the transition to postsecondary education and training, including through career pathways; and
- assist immigrants and other individuals who are English language learners in improving their reading, writing, speaking, and comprehension skills in English; mathematics skills; and acquiring an understanding of the American system of government, individual freedom, and the responsibilities of citizenship.
Current funding programs under AEFLA include the Integrated English Literacy/Civics Education Program, Adult Education Program Subgrant (round 2), Corrections Education Program (round 2), and the Generational Family Literacy Program Subgrant (round 2).
History of Funding
Integrated English Literacy/Civics Education Program: Approximately $292,000 was available for new subgrants in the 2018–19 funding cycle.
Adult Education Program Subgrant (round 2): Approximately $5,415,300 was available for the Adult Education subgrant program.
Additional Information
Integrated English Literacy/Civics Education Program: The purpose of Integrated English Literacy/Civics Education (IEL/CE) program is to assist immigrants and other individuals who are English language learners (ELLs) to improve their reading, writing, and comprehension skills in English and mathematics, as well as their understanding of the United States system of government, individual freedom, and the responsibilities of citizenship. Eligible providers are required to integrate English literacy and civics education, in combination with integrated education and training activities.
Adult Education Program Subgrant (round 2): The US Department of Education (USED) allocates AEFLA funds to the South Carolina Department of Education (SCDE) by statutory formula. The SCDE must award funds through a competitive subgranting process to eligible local providers/applicants for the development, implementation, and improvement of adult education and literacy activities within South Carolina. Each eligible provider receiving a subgrant must use the funding to establish or operate programs that provide adult education and literacy activities, including programs that provide such activities concurrently.
Corrections Education Program (round 2): Funds under this program are to be used for the cost of educational programs for criminal offenders in correctional institutions and for other institutionalized individuals, including academic programs for
- adult education and literacy activities;
- special education, as determined by the eligible agency;
- secondary school credit;
- integrated education and training (IET);
- career pathways;
- concurrent enrollment;
- peer tutoring; and
- transition to re-entry initiatives and other post release services with the goal of reducing recidivism.
Generational Family Literacy Program Subgrant (round 2): The purpose of the AEFLA GFS Program initiatives (Family Literacy and Early Care and Education Career Pathway) are to provide needed support for efforts that will increase student and family commitment in local adult education programs. Applicants must apply for the Adult Education subgrant in order to be eligible to apply for the GFS subgrant.
Eligibility Details
Eligible applicants (i.e., eligible providers) are organizations that can prove evidence of demonstrated effectiveness in providing adult education and literacy activities; eligible applicants may include—
- a local educational agency (LEA, i.e., school district);
- a community-based organization or faith-based organization;
- a volunteer literacy organization;
- an institution of higher education;
- a public or private nonprofit agency;
- a library;
- a public housing authority;
- a nonprofit institution that is not described in any of items 1. through 7. and has the ability to provide adult education and literacy activities to eligible individuals;
- a consortium or coalition of the agencies, organizations, institutions, libraries, or authorities described in any of items 1. through 8.; and
- a partnership between an employer and an entity described in any of items 1. through 9.

Award Details
Integrated English Literacy/Civics Education Program: Approximately $62,000 will be available for new subgrants in 2021. The SCDE anticipates awarding 2 subgrants. Minimum award is $20,000.
Adult Education Program Subgrant (round 2): Approximately $40,000 is available for the Adult Education subgrant program and will fund one subgrant.
Corrections Education Program (round 2): Approximately $550,000 is available for the Corrections Education Program. The SCDE anticipates one statewide subgrant of up to $350,000 and approximately 24 subgrants of up to $15,000 each. See the RFP for full funding details.
Generational Family Literacy Program Subgrant (round 2): Approximately $465,000 is available for the Generational Family Services (GFS) program and may fund up to 20 subgrants ranging from $5,000 to $25,000. See the RFP for full funding details.
