    Summary

    Public Health Emergency Preparedness (PHEP) grants support efforts to strengthen state, local, tribal and territorial public health preparedness and response capability through a continuous cycle of planning, organizing, training, equipping, exercising, evaluating, and taking corrective action. An effective public health response will prevent or reduce morbidity and mortality from threats and emergencies whose scale, rapid onset, or unpredictability stresses the public health system and ensure the earliest possible recovery and return of the system to pre-incident levels or improved functioning.

    Funding may be used to prevent, prepare for, and respond to coronavirus. In general, this includes efforts to provide

    • Timely implementation of public health intervention and control measures;
    • Continuity of emergency operations throughout the surge of an emergency or incident;
    • Timely communication of situational awareness and risk information by public health partners;
    • Timely procurement and expedited staffing (hiring or reassignment) to support medical countermeasure distribution and dispensing;
    • Timely coordination and support of response activities with health care and other partners; and
    • Earliest possible identification and investigation of an incident with public health impact

  • Eligibility Details

    Eligible applicants are state governments, territorial governments, and four select local governments (Chicago, Los Angeles County, New York City and Washington, D.C.). Local public health agencies may request subgrants from their State for eligible expenses

    Deadline Details

    Eligible applicants will receive Phase #1 and Phase #2 funding in the coming weeks and months. Methods of distribution to local public health agencies (e.g. formula or competitive) will then vary by State. Allocations made through these programs to date are available at https://www.cdc.gov/cpr/readiness/00_docs/COVID_19_Crisis_Response_Cooperative_Agreement_Funding_Table_April_10_2020.pdf.

    Award Details

    Up to $620,000,000 is available annually through this existing grant program. Funding is distributed to eligible applicants via formula. The CARES Act offers additional funding to supplement these efforts.

    • Additional Funding Phase #1 (Phase I Stimulus Package) - Up to $950,000,000 is available for immediate use. At least half of these funds will be allocated by April 5, 2020. Dollars should be used to carry out surveillance, epidemiology, laboratory capacity, infection control, mitigation, communications, and other preparedness/response activities.
      • Phase I Stimulus Package carves out $40 million from this funding to support public emergency preparedness efforts of tribes and tribal entities.  Applications by tribes were due by April 1, 2020.
    • Additional Funding Phase #2 (CARES Act) - Up to $1,500,000,000 is available through September 20, 2024. Dollars should again be used to carry out surveillance, epidemiology, laboratory capacity, infection control, mitigation, communications, and other preparedness/response activities.
      • The CARES Act carves out $125 million from this funding to support public emergency preparedness efforts of tribes and tribal entities.
