    Summary

    The Keystone Communities (KC) program is designed to encourage the creation of partnerships between the public and private sectors that jointly support local initiatives such as the growth and stability of neighborhoods and communities; social and economic diversity; and a strong and secure quality of life. The program allows communities to tailor the assistance to meet the needs of its specific revitalization effort.


    Funding is provided through the following grants:

    • Planning Grants - Funds address a particular need or circumstance within a community, undertake a study relevant to an identified need, or study the results of implementing a specific activity;
    • Implementation Grants - Funds assist designated KC program communities in implementing critical components of their approved Five-Year Strategy;
    • Façade Grants - Funds stimulate private investment in properties, foster an attractive environment, and preserve the architectural heritage of properties and communities. The grant funds may be used for exterior building improvements in a defined target area of a downtown or neighborhood such as storefront signs, exterior façade painting, design assistance, etc.;
    • Development Grants - Funds support a variety of physical improvements in Pennsylvania communities;
    • Public Improvement Grants - Funds assist communities in a variety of development projects to help eliminate decline, provide gap financing for proposed projects, and assist in emergency efforts to recover from a natural disaster. Communities recovering from a natural disaster will receive priority consideration for funding; and
    • Accessible Housing Grants - Funds undertake accessibility improvements to housing units for people with permanent physical disabilities in order to allow the individuals to reside in their current home rather than an institution or to return to the community from an institution.

    Communities may wish to consider designation through the KC program as a Keystone Main Street, Keystone Elm Street, Keystone Enterprise Zone, or Keystone Community. Designation is an opportunity for targeted investment and development including the identification of specific needs for investment and/or development and the design and implementation of a strategy to address those needs.

    Additional Information

    Funds for Implementation Grants may not be used for the daily costs to operate an office (utilities, rent, travel and/or conference fees, etc.) or consumable supplies consistent with the operation of an office (connection fees, paper, etc.). Façade funding may not be used on outbuildings located on a property, any interior work, or landscaping and general site improvements to sidewalks and paved areas. Accessible Housing funds cannot be used for modifications, renovations, etc. to a group home or some form of an assisted living facility.

  • Eligibility Details

    Eligible applicants are:
    • Units of local government (counties, cities, boroughs, townships, towns, and home rule municipalities);
    • Redevelopment and/or housing authorities;
    • Nonprofit organizations to include economic development organizations, housing corporations, etc.;
    • Community development corporations; and
    • Business improvement districts, neighborhood improvement districts, downtown improvement districts, and similar organizations incorporated as authorities.

    Deadline Details

    FY 2020 applications were due April 2, 2021. A similar deadline is anticipated annually. Designation applications are accepted at any time.

    Award Details

    Award amounts are as follows:
    • Planning Grants – up to $25,000 each and required cost matching of 1:1;
    • Implementation Grants – up to $50,000 each and required cost matching of 1:1;
    • Façade Grants – up to $50,000 each and required cost matching of 1:1;
    • Development Grants – up to $500,000 each or 30% of project costs, whichever is less;
    • Public Improvement Grants – up to $500,000 each and required cost matching of 1:1; and
    • Accessible Housing Grants – up to $300,000 each and required cost matching of 1:1.
