    Summary

    The Early Childhood Education Grant is an important investment in Ohio's youngest learners. The grant provides early learning programs with an opportunity to provide high quality, comprehensive learning environments and address outcomes and goals essential for healthy development and academic, social and emotional success.


    Programs awarded the Early Childhood Education Grant must demonstrate they meet high-quality standards by achieving a 3-, 4-, or 5- star rating in Step Up To Quality (http://education.ohio.gov/Topics/Early-Learning/Step-Up-To-Quality-SUTQ), Ohio's tiered quality rating and improvement system.


    In FY24, Early Childhood Education funded programs may serve children eligible for publicly funded child care (PFCC) to extend the day beyond the required 12.5 weekly requirement. Please note that no other public funding source is permitted to be used to fund the same hours for which the child is receiving Early Childhood Education funds. This includes PFCC and Head Start.

     

    History of Funding

    Funding for the Early Childhood Education grant provides programming for 17,657 children in FY21 at $4,000 per child/slot.     Funding for the Early Childhood Education Grant in fiscal year 2022 (FY22) was $68 million.     Additional Information

    Unallowable Expenditures

    • Expenditures that exceed the total approved application budget or are outside of the grant's period of availability (must benefit grant recipients during the current fiscal year);
    • Enrollment incentives;
    • Purchasing new buildings or real property;
    • Building renovations for spaces where direct care of children is not provided (e.g., administrative offices, kitchen, staff break rooms or staff restrooms);
    • Funds that supplant the purchase of supplies or food provided by a school district or program for children participating in the free and reduced price food program (breakfast and/or lunch);
    • Funds that supplant preschool special education program monies;
    • Portion of an expense benefitting children not funded by the grant;
    • College coursework.

  • Eligibility Details

    Ohio local education agencies (LEAs) are eligible to apply.

    Deadline Details

    Providers were to submit their applications for approval by October 1, 2023. A similar deadline date is anticipated annually.

    Award Details

    $130,316,000 is available for FY24 and FY25. Project periods are from July 1, 2023 to June 30, 2024. Awarded funds cannot be carried over into the next fiscal year.
